Adult Literacy and Life Skills (ALL) Survey, 2005. In Canada, 42% of adults need some help with reading and writing, 50% need help with numeracy, and 68% need help with problem-solving. Since 1994, the average Canadian's literacy skills have not improved significantly (compare to IALS statistics below).
