Research and Policy Home. Councilor David Patrick has called Tulsa home for 60 years. He was elected in 2011 for the fifth time as City Councilor of District 3. Patrick describes himself as an "average guy." He is a car and motorcycle enthusiast, which he credits to his line of work. Councilor Patrick said he loves Tulsa and is happy to be back in office. "I'm proud of what I've done in the past as far as representing my City and my community," Patrick said.
