Has surely got something to do with money because of the word 'finance'. After i looked in the internet. I found two meanings of it. Delivering financial services to poor. Or low-income clients, including consumers and the self-employed. I agree partially that Singapore takes care of the poor because if it doesn't. Then there won't be any such thing as FAS.
