最早的有记录的关于网络的表述来自于MIT的J.C.R Licklider于1962年八月的备忘录。 在该备忘录中，他提到了 Galactic Network 的概念。 在这之后，Leonard Kleinrock在 1961的七月发表了同包交换理论 packet switching theory 的第一本著作。 之后，Kleinrock说服了Roberts，使之认同了 包交换 packet switch 比电路交换 circuit switch 更加可行 的观点。 在这之后，ARPANET迅速发展并在1972年的International Computer Communication Conference ICCC 上由Kahn进行演示。 Kahn在其过程中认识到操作系统实现细节可能对新协议的效率有重要影响，于是在1973年的春天 不是1979年的春天 邀请当时还在Stanford的Vint Cerf来DARPA，参与新协议的设计工作。 在DARPA的支持下UC Berkeley讲TCP/IP集成到Unix BSD系统中，使得计算机科学的研究社区开始使用Unix BSD作为每天的工作环境。
