The Jewel B. Barlow Fund. The Dr. Jewel B. Barlow Fund. About Dr. Jewel B. Barlow. Jewel B. Barlow has been Director of the Glen L. Martin Wind Tunnel (GLMWT), University of Maryland, since 1977 when he succeeded Don Gross, the tunnel’s first director. Barlow began his association with GLMWT soon after joining the faculty of the University’s Department of Aerospace Engineering in 1970 and served as Acting Director prior to his appointment as Director.
