En Europa, la Comisión Europea (CE) ha publicado un marco normativo para la adopción de VDLM2 para las comunicaciones CPDLC en forma de una Norma de implementación de servicios de enlace de datos (DLS IR). En febrero de 2015 se exigirá a los operadores que modernicen sus aeronaves con aviónica con capacidad VDLM2/ATN para cumplir con la DLS IR.
