In addition, I believe that refereeing is a rare and specialized skill, cognate to but not identical with other academic skills such as teaching or editing. To ask a newly tenured academic to begin to referee papers without ever having done it before is like throwing a newly minted PhD cold into the classroom- disastrous. We must train the referees of the future before we require their wisdom.
