及台北縣改置台北廳，廳舍不變，後期，另擇在原廳舍正東， 三線道路 外側，建造新廳舍，由於原有廳舍猶在使用，因此當時營造的稱呼曰 台北廳新廳舍。 三線道路 原為台北城牆拆除，再加上護城河填平所形成的道路， 註 三線道路 為現今道路 中山南路 東 、愛國西路 南 、中華路 西 、忠孝西路 北。 寬約四十公尺，為當時台灣最寬廣的道路，路中為一快車道，寬十二公尺，兩旁復有兩條慢車道，由安全島隔開，形成兩條綠地帶，上各植一排由苗圃移種的樟樹，並樹以水銀燈幹，夜晚兩側燈火通明 兩邊人行道鋪以水泥方磚，種植了由楓樹組成的行道樹，只見花木扶疏，庇蔭成林，無論交通便利，或形象美觀，蔚為台北的奇景，常是輿論歌頌，新聞播報的對象，甚多的機關單位矗立在該道路兩側，因此在挑選新的台北州廳舍的考量上，當以四通八達的 三線道路 旁為最適當的選擇。 台北廳新廳舍興建時是在第五任台灣總督佐久間左馬太任職期間，從明治三十九年 一九０六，光緒三二 四月十一日到大正四年 一九一五，民國四 五月一日，佐久間總督新官上任辭行前，明治天皇要求做好兩件事，一是充實食糧，一是使全台同沐恩澤。
