台灣最早的街頭藝人是誰 實際上是 不可考 但是要說誰是最先為台灣的街頭藝人出錢出力，大力催生街頭藝人管理辦法，積極爭取街頭藝人表演空間與權益的，大概就是阿威了. 若要考究應該要追溯到早期的 走唱賣藝 ，藉由街頭獻藝吸引民眾圍觀，順便 推銷商品 或是 要賞金 做走唱旅費的街頭賣藝人士。 阿威 張博威 還在中廣流行網與王介安 小安 一起主持 星河之旅 節目的時候，偶然聽到台北捷運公司正在招考 街頭藝人 ，於是阿威便邀約小安組成了 星星二重唱 前去應考。 其中，有一首 小情歌 ，是當時阿威還未學會的新歌，因為還沒有買他們的CD啦 所以，阿威半開玩笑的說 等我存夠錢，再去買來學這首歌 後來，阿威突然接到一通簡訊。 當時，阿威便用簡訊與她聊天，鼓勵他要好好復健，將來要再站起來 天下沒有不可能的事情 結果 她說希望阿威唱 小情歌 給. 94年12月的某個夜晚，無聊至極，至台南爵士樂器試試12弦吉他，因而認識當時的爵士樂器業務 樂咖 (現翰聲樂器行老闆)和爵士樂器店員 小蟲 (現Rock major 主奏吉他手)。 一個是吉他手 小鼠 一個是bass手 小凡 ，還記得他們倆和鼓手 輝仔 發表二首創作演奏曲。
