I can't stop smiling when I look at this photo I took of one of our creche visitor kids yesterday in the early evening sunshine. I love taking capturing children's expressions on film. Most residents would see higher personal property taxes under proposal. January 23, 2012 3:44 pm Timothy Watson. Under a proposal to be considered by the Caroline County Board of Supervisors tomorrow, citizens of the county could see an increase of up to 30% in their personal property taxes. The proposal is being floated as a result of a projected $1.6 million deficit in the county’s Utilities Fund and a $3 million increase in the county’s debt service in the upcoming fiscal year. The school we visited, like most of those in the rural areas, has a high number of “OVCs” – orphans and vulnerable children.
