它代表了一個人成長及發展的四方面 德 滿有真理的靈 、. 智 積極進取的思想 、體 健康的體魄 、群 和睦關係。 致力兩性合作和婦女自強 提供 婦女為本 之多元化服務、促進婦女的自我發展、提升婦女在家庭和工作崗位上的承擔力、關注及表達對婦女事務之意見。 根據目前 鄰舍層面社區發展計劃 政策，當該區完成清拆計劃後，工作隊便須撤出，轉移服務其他 貧乏 社區。 鄰舍層面社區發展計劃 從七十年代開始落實政策，並於1977年成立 鄰舍層面社區發展計劃委員會 ，以協調在各 優先服務地區 如何開展社區發展服務 至八十年代最高峰時期有五十多隊，而社會服務界更於1989年成功爭取將鄰舍計劃 優先服務地區 擴展至三至六型重建公屋 到九十年代政府以 代議政制已發展成熟 而被逐步取締，政務司更向行政局遞交全面削減鄰舍計劃服務之政策諮詢文件。 由行政局成員麥列菲菲擔任主席的 鄰舍層面社區發展計劃檢討委員會 則認為舊市區重建私人樓宇可能存在服務需要，並於1997年在 南昌 及 旺角南 作兩隊試驗性鄰舍計劃。 本辦事處是 香港基督教女青年會 屬下 鄰舍層面社區發展計劃 其中一隊。
