本中心奉教育部核准，於2009年8月1日正式成立。 在此之前，本校亦曾設置過「通識教育委員會」（2003.8.1~2006.7.31），然當時乃為隸屬人文及管理學院之下的二級教學單位，負責共同必修科目（大一國文、大一英文、歷史與文化、法政與思想、地理與環境、音樂、美術）之教學，及通識選修課程之初步審查。於2006年8月1日將名稱改回技術學院時代的「人文暨科學教育中心」迄今(2009.8)。 現任江彰吉校長有感於長久以來主掌本校通識教育之單位層級不高、功能不彰，遂於2008年8月指示人文及管理學院，成立「通識教育改革小組」，積極進行通識教育之全盤改革。 通識教育改革小組考量本校特殊環境及師資結構，經過半年多的反覆研議，終於決定並獲校長首肯，於「人文暨科學教育中心」之外，另立一級單位的「通識教育中心」，全權負責通識教育之推展。
