The ionizing background, from the ultraviolet to the x-rays, is a fundamental ingredient to both theoretical and empirical studies of both the intergalactic medium and galaxy formation as it determines the ionization balance of light elements as well as the thermal history of cosmic gas through photoheating. HI photoionization rate vs. z and detailed UV background spectrum at z=3 in our fiducial model [1]. 8211; December 2011 update.
