Looking to the Future. Francis to Mechanic Underground Infrustructure. In December 2014, after the utility replacement work in the block is complete, sidewalks are temporarily replaced and the street is covered with a gravel surface. This allows it to be used through the harshest winter months when construction is suspended. The street will be repaved in the spring of 2015 after sidewalks have been permanently restored.
