It is then a contributory factor to problems like prostitution, robbery, child labor and even murder. The victims then in that tragic accident were hopeful Filipinos majority those from the poverty line, eager to bring home at least one of the prizes. Who’s going to be blame in that tragedy, the government?

I've only got a question in mind, a question that is in every corner of my head and still is a quandary to me- -"Who should be blamed for that incident?
