The Student Congress of the University of North Carolina at Chapel Hill. Supreme legislative power in the Student Body is vested in a Student Congress…. The Oversight and Advocacy Committee is chaired by Rep. Cole Simons (7 – Off Campus). Six additional representatives sit on the committee, in addition to the Speaker and Speaker Pro-Tempore who serve as ex-officio members. The Student Congress of the University of North Carolina at Chapel Hill. Supreme legislative power in the Student Body is vested in a Student Congress…. What Is Student Congress? How does Congress work? Members are elected in annual campus elections held every February. Representatives serve for one year. When classes are in session, Congress meets every other Tuesday with committees meeting in the alternate weeks. Summer Student Congress also meets at least twice during summer sessions.
