根據財政部統計，自民國97年起政府總預算的歲出歲入雖為每年成長，但卻是入不敷出的狀態，預估至今年底，政府舉債將達5.4兆，且債務未償餘額占前3年度GDP平均數比率為34.2%，距離公債上限的40.6%僅僅差距6.4%。 若先檢討歲入的部份，則租稅收入約佔歲入的7成以上，105年度預計更達近8成，然而民國97年由於金融海嘯，政府採租稅減免措施以穩定國內經濟，以致租稅負擔率由13.4%驟降至11.8%，後因推動稅制改革，104年方微幅上升至12.8%，惟相較於歐美國家或是鄰近之亞洲國家如日本、韓國，仍然頗為低落。 而其中的所得替代率相差非常的懸殊，以平均薪資在新臺幣38,716元的勞工為例，其退休後所領取之每月平均退休金約為20,905至30,793元，換算成所得替代率則為54至79.54%， 而軍公教人員則有高達75至95%的所得替代率，幾等於退休後仍然領取與退休前相同的薪酬。 而軍公教人員雖然隨著民國84年退休撫卹制度由 恩給制 改為 儲金制 後，看似福利制度已較以往低落。 再者，反方試圖以 法不溯及既往 、 信賴保護原則 等等概念，非難年金改革的正當性。 不過現今的勞工是窮忙族，工時長卻薪資低，為什麼...
