The Broadcast Executive Directors have existed as an informal group ever since the first executive directors of state associations started getting together to talk about mutual challenges and acheivements. We began meeting regularly at the NAB's Leadership Conferences each year and those informal meetings eveolved into a day set aside for us to meet and discuss whatever is a burning issue at the time. Message from the President. EAS - Keeping Neighbors Safe and Informed. The CBA maintains an EAS Committee, also called the State Emergency Communications Committee (SECC), with an AMBER Plan sub-committee. Each committee meets every other month. The EAS Committee produced the first state EAS plan in 1995 and it has been amended twice since then to keep it up to date with FCC rule changes. An AMBER plan was added as an attachment to the state EAS plan in January of 2002. Connecticut State EAS Plan (Draft).
