Kmietowicz asserts that the United States has the highest rate of teenage pregnancy in the industrialized world with 52 out every 1,000 girls becoming pregnant between 15 and 19 years old. This perhaps may be caused by the lack of communication about contraceptive services (Kmietowicz). However, over the past two decades there has been a decrease in teenage pregnancy in the United States (Kaufmann). The decrease may be due to a welfare reform bill passed in 1996 (Sawhill 44).
