Foster's Cosmetology College Founded. Hazel Foster, a native of Ripley, Mississippi, founded Foster's Cosmetology College. October 4, 1949. Foster's Barber College Established. Foster's Barber College was also established by Hazel Foster. June 21, 1962. June 12, 1966. September 10, 1968. January 1, 2008. November 20, 2013.
