Public Entity Pooling Forum. The GEM bylaws provide for a Board of Directors of not less than three or more than ten affiliated persons. Board members have staggered three-year terms. Directors are elected by the GEM membership (from the membership) at the annual meeting. Voting is based upon the balance of funds in the member's surplus account.
