国务院办公厅关于加快推进 三证合一 登记制度改革的意见国办发 2015 50号. 通过 一窗受理、互联互通、信息共享 ，将由工商行政管理、质量技术监督、税务三个部门分别核发不同证照，改为由工商行政管理部门核发一个加载法人和其他组织统一社会信用代码的营业执照，即 一照一码 登记模式。 要按照优化、整合、一体化的原则，科学制定 三证合一 登记流程，实行统一的 三证合一 登记程序和登记要求，规范登记条件、登记材料。 现阶段，已试行 一窗受理、并联审批、三证统发 登记模式改革和 一窗受理、并联审批、核发一照、一照三号 登记模式改革的省、自治区、直辖市可继续试点 支持上海、广东、天津、福建自贸试验区率先推行 一照一码 登记模式改革试点。 各地区要积极推进 三证合一 登记制度改革各项工作，做好实施 一照一码 登记模式改革各项准备工作，待统一社会信用代码实施后，2015年底前在全国全面推行 一照一码 登记模式。 各地区要结合本地区实际，制定简明易懂的 三证合一 登记办事指南，明确企业设立 开业 登记、变更登记、注销登记等各个环节的操作流程。
