Of higher education has recommended sweeping changes to the sector at a cost of $6 billion. But that - says Bradley - will only hold us steady. The most impressive of the recommendations are to increase the number of Australians with university degrees to 40% of the population (up from about 30%) and to increase the number of students from poor families going to university to 20%.
