Northeast Multispecies Plan Overview. The Northeast Multispecies FMP was implemented in 1986 to reduce fishing mortality of heavily fished groundfish stocks and to promote rebuilding to sustainable biomass levels. Thirteen species are managed through plan amendments and framework adjustments to the original plan, while five additional stocks are managed under a separate small mesh multispecies program. Spiny Dogfish Plan Overview. Spiny Dogfish are managed jointly by the Mid-Atlantic Fishery Management Council (MAFMC) and the New England Council, with the MAFMC in the lead to develop management actions that affect the fishery in federal waters. The plan was implemented in 2000 in response to the classification of the stock as overfished in 1998. The NEFMC initiated development of a Skate FMP in 2003 in response to findings by NOAA’s National Marine Fisheries Service that four of the seven species in the Northeast skate complex were overfished - - winter, smooth, thorny, and barndoor. The other species in the complex include little, clearnose, and rosette skates.
