Construction of the City Loop in Melbourne began in 1971 with an estimated completion date of 1978. These things never really happen as planned though, and the official opening was in 1981, with exactly one station completed. This was Museum (or as it’s known now Melbourne Central). ABC Melbourne has a fantastic selection of photographs of the construction.
