START TO FINISH: 1 ½ HR. 5 Tbsp red-wine vinegar. 1 Tbsp plus 2 tsp fresh lemon juice. 1 Tbsp Dijon mustard. 1 small garlic cloves, minced. 190; tsp sugar. 190; cup extra-virgin olive oil. 188; cup chopped chives. 1/3 cup kosher salt.
