WILLIAM SIMMONS MEMORIAL PARK. December 2, 2013. Otter Point, Shirley and Jordan River are three separate rural communities west of Sooke, B.C. (formally recognized by the Capital Regional District in 1995). Otter Point stretches along Otter Point Road, Kemp Lake Road and along West Coast Road from Sooke to Muir Creek (near Sheringham Point). Shirley continues along West Coast Road from Muir Creek to Jordan River. Shirley includes Point no Point and French Beach Provincial Park. Why we live here.
