The City Council claims they will have to make $18 million in payments using taxpayer money. The person in charge of the bond says there is enough current surplus to pay the bond through 2028. Judge Nelson ruled about 30 minutes ago that the lockout is over, and the NFL must start its season. Owners will surely take this to the Appeals Court, but things don't look good for them.
