This new law shifted the responsibility for housing certain criminal offenders who would have previously gone to state prison to the local county jails, and transferred the supervision and detention of parolees from the state to the county level. As a result, inmates sentenced to lower-level felonies now serve their sentences in county jail, regardless of sentence length.
