It is something that requires both a sender and a receiver – and both have to be intelligent. They have to be intelligent, but there’s something else they require as well – they require a shared worldview so that the concepts encoded in the language can actually be transmitted accurately. In no way does language actually transmit any experience except for the experience of using language.
