Who is going to foot the licensing issues with Microsoft? This could amount to several thousands of rands per school since there will no longer be a blanket license, but rather a license per computer. Is there an alternative? The answer is simple: YES! CAT in East London. Wednesday, December 9, 2009. New EL District Web Site. In December 2009, Thutong, the Education portal that has hosted the East London Education District web site for the past 3 years, was no longer able to host the site. This was due to the National DoE taking over the hosting of all Thutong sites. For security reasons, the DoE does not allow ftp (file transfer protocol) and so the webmaster is unable to upload material onto the East London Education District Web Site.
