Since the formation of the St. James Village Business Improvement Zone a number of physical enhancements have been put into place over the last several years. All projects are located along Portage Ave within the BIZ area. Jointly with Take Pride Winnipeg, the St. James BIZ implemented a Mural Program that to date has competed ten murals with a historical theme located throughout the BIZ. St James Village BIZ. In July of 1987, the Province of Manitoba amended the City of Winnipeg Act to allow for the establishment of Business Improvement Zones (BIZ) within the City of Winnipeg.
