正是因為如此，秉持著2014年4月離開議場時 轉守為攻、出關播種 的信念，我們在2014年5月18日成立了 島國前進 這個組織，一方面延續著太陽花運動的訴求，推動建立民間版的 兩岸協議監督條例 ，阻止馬政府在逃避國會監督及人民參與的情形下，繼續與中國政府進行各項協議的黑箱磋商，一方面更將視野拉高至推動台灣民主體制的改革，除了與其他團體合作倡議憲政體制之改革，也致力於憲法 直接民權 的實踐，透過公民的直接民主，矯正代議民主的缺失，推動 公民投票法 的補正，奪回本來就屬於人民的直接民權。 從島國前進成立至今，承蒙許多朋友的熱心支持，讓我們以兩個月多的時間，完成了 補正公投法 的全國巡迴，走遍六都與十四縣 包括澎湖、金門、馬祖。 201504.08 and 04.22監督立法院內政委員會行動，公投法終於走出內政委員會. 帳號 50330217 戶名 財團法人島國前進基金會. 公民投票 是一種直接民主制度，由人民直接針對公共議題表達意見，藉以矯正、彌補 代議民主 間接民主 未能反映人民真正意見的缺失。 我國憲法第17條賦予人民的參政權，除了授權給政治人物的 選舉 權外，還包括由人民自己決定公共事務的 創制 權、 複決 權，而 創制 權、 複決 權也正是人民透過公民投票展現意志的權利。 所謂 創制 是由人民要求 政府應採取一定積極作為 例如，要求立法院修改法律，加重對黑心食品廠商的罰責 ，而所謂 複決 則是人民在政府決定作一件事後，由人民表達是否同意的制度 例如，政府決定容許含有一定抗生素殘留量的牛肉進口，人民透過複決表示是否同意。 公民投票 是落實 主權在民 原則的重要制度，當人民選出的代議士 包括行政首長及民意代表 悖離民意時，讓人民可以透過 公民投票 課予政府遵從人民意志的義務。 例如，南非曾在1992年透過公民投票，廢止其長久以來惡名昭彰的 種族隔離 (apartheid)制度 瑞士在2002年透過公民投票，決定向聯合國申請成為會員國。 在總計322萬1,681名合格選民中，共有194萬9,725人參與公投投票，投票率約為60.52%。 但由於同法第14條第1項第4款規...
