OkSo this is what your going to need to make a skirt out of some pant legs. 1 Of course, you'll need a pair of pant legs. 2 Scissors, ruler (or measuring tape). 3 3/4 in. elastic. 4 Ribbon, flowers, or anything you want to decorate it with. So the first thing you'll want to do is cut each pant leg open right along the side of the inside seam, then just go ahead and cut off the entire inner seam. So it should look like this.
