In a large pot, combine oats, salt and pepper in the water and bring to a boil. Turn down, cover and let simmer for 2 hours. Add the meat, onions and spices. Cover and cook for another hour, stirring occasionally. Remove bay leaves. Pour the mixture into loaf pans and let cool. Refrigerate until ready to use. 188; tsp salt. 189; tsp salt.
