市區重建策略檢討 民間白皮書 主頁 H15關注組製作. 立法會於二 年七月通過 市區重建局條例 後，二 一年五月成立市建局，並於同年十一月公布首份 市區重建策略。 雖然 市區重建策略 中指明政府應每兩、三年便要檢討 市區重建策略 ，但政府一直迴避至今才有所行動。 發展局無疑是程序功夫 做到十足，以量取勝，但綜觀近日舉行的 公眾意見總結大會 和及其附帶的 展望文件 ，聲稱已與公眾就十個大課題建立了基本共識，然而共識的內容卻與公眾 的意願存著一段遙不可及的距離，甚至套用了民間的語言扭曲民意見，令人失望。 如政府回應民間意見，只學懂了 樓換樓 的口號，對其精神卻一曉不通 又以技 術原因完全不提 舖換舖。 H15 關注組提倡城市規劃民主化的精神，以民間角度出發，於2009年2月至2010年4月期間 正值發展局公眾諮詢期間 ，到各大專院校和地區進行 市區重建策略 檢討 民間版，聆聽受影響人士的經驗，和收集不同人士和團體的意見，經整理及綜合後向政府提交這份意見書，以正視聽，盼能改善現行市區重建失衡之處，盡綿力 保謢未來 180多個重建項目受影響人士的權益，同時希望給城市發展帶出一個新方向。
