The streets around the four sides of the Square were taken up mainly by business buildings, but to some extent by residences. These buildings were generally of frame, two stories high, and this was true of the great majority of the buildings in the town, brick buildings being an exception. When Colonel Durkee laid out the town plot of Wilkes- Barre he donated the public square and the common for "the use of the public forever," and they were successively under the jurisdiction of the town of Westmoreland, the township of Wilkes-Barre and the borough and afterwards the city of Wilkes-Barre. The first St. Stephen's Church of Wilkes-Barre, chartered in 1817, began constructing an edifice on Franklin Street in 1820. The building was completed in 1822 and consecrated in 1823. The church yard was used for burials. There was no record of the burials in the churchyard other than that furnished by the stones then standing, which were as follows:. Samuel Bowman, June 25, 1818.
