During our work on the FP7- Security projects SECRICOM and FREESIC much learning was gained concerning the actual state of the interoperability between first responder agencies across the EU and the real-life limitations that inhibit this fine goal. These inhibitors are in fact more business and culture related than technical and include:. Differing doctrines between agencies and countries. Significant budgetary pressures for emergency responder agencies. Optimisation of existing investments.
