May 8, 2014. Horizons Annual Plan Update: Executive Summary April 2014. When I look back on 2013, I will think of it as the year of construction. In 2012 Horizons was awarded a $1.27 million grant from HUD. To build an 8 unit apartment building to provide supportive housing for 7 clients. We broke ground in June 2013 and took possession of an amazing new apartment building on March 5, 2014. It opened as a licensed, 7 bed group home on April 26. Fourteen employees were trained in Person Centered Thinking.
