ELVI is a partnership of service providers, parents, and organizations dedicated to supporting early literacy development for young children who are blind or visually impaired. The initiative was developed with the following beliefs:. Parents are a child’s first teachers and supporting parents is the best way to support young children. Taking a toolkit approach to early literacy provides an important opportunity to enhance a child’s use of touch, vision and hearing to gather information about their world.

Parents of children who are visually impaired often report that it is difficult to locate resources that can be helpful to them in supporting their young child. The literacy toolkit also contains a variety of helpful resources that parents and teachers of students with visual impairments can review together as a springboard to accessing a wider array of local, regional and national support services.
