In late 2009 the health minister Tony Ryall requested expressions of interest from primary care organisations to furfil the Government's health policy "Better, Soon, More Convenient". The National Hauora Coalition put in its proposal based around a Whānau Ora system to benefit all New Zealanders. Cabinet approved the National Hauora Coalitions's business case as one of the nine sucessful entries out of 70 proposals.
